College of Peers's resolution from last sessions.
From early December 2020 to early January 2021, in three legislative sessions (6 & 13 Deceber, 3 January), the College of Peers of the Realm came to a series of resolutions over Ebenthal's participation in intermicronational organizations and concordats and agreements. With a full quorum, by 11 votes in favor and 4 against, the the College decided that Ebenthal will not apply to become a member of either the Grande Unified Micronational (GUM) or the Cupertino Alliance (CA). The resolution came to be following a discussion over the doccuments these organizations require for membership. On the occasion, the Prime Minister Prince Fernando of Negromonte called the Edgbaston Convention arrogant and gave a lecture on how the convention's second article is contradictory and vague, with the Lord Peer Duke of Sion criticized Edgbaston's first article. The CA's charter was considered somewhat fair, but the Peers refused hypotetical ascension as the charter requires for applicant members to allow freedom of vote, and Ebenthal isn't a democracy and thus there is no elections of any sort. In contrast, with unanimous vote, the College of Peers approved the Montediszamble Convention of Freedom of Expression, Civility and Copyright Protection, authored by Yaroslav Mar, President of Lostisland and Tsarevich of Pavlov. Furthermore the College also unanimously approved the Fruchemburg Convention, authored by Oscar I, Emperor of Karnia, King of Ruthenia, Acrin and Horvatia, North American Emperor/Occidian Emperor. The latter text calls on security measures and boundaries in micronational warfare of any kind. Besides this, a law regulating salaries for civil servants serving dual roles was approved with 12 votes in favor, 4 against. The law was proposed by the Count of Novesfora, who serves a triple role of Peer of the Realm, Ministry of Information and Propaganda and Ministry of Science and Technology, and was endorsed by all the Conservative Party Peers as well as by those of the Worker's Party, while the Moderate Party was divided on the issue. According to the old regulations, dual roles weren't formally allowed, and thus they would only receive the salary of the function that pays more, and a bonus, all in Conferential Doubloon credits at Bank of Ebenthal. Now, the individual must receive a full salary for each job performed. All the resolutions were sent to the King's Office and had his sanction granted at once in 4 January 2021.
